Petty Thief or Derivative Artist?

I believe artists should pay royalties in these instances, when they’re piggybacking on another artist’s creation(s) – like when you sample or use another artist’s work in the music community.
Someone needs to defend visual artists’ rights, as the music labels do, ensuring everyone gets paid.
Lichtenstein is another offender, profiting wildly on the backs of comic book artists, who were not as handsomely compensated.
